Diplomatic employees who choke Chinese, and through whom the complaint
If the prisoners' friends had reached Die Diyson.

It was plainly the proper course to take, employment of another would but have extended the knowledge of an accusation possibly ill-founded and might have been objected to on this score by Mr. Mitchell. It would also have further embarrassed the Government.
The questions put to the principal prisoner named and to a Chinese Lookout or Turnkey elicited a plain story corroborative of that by Mr. Dixson.
8. Accordingly in justice to Mr. Mitchell there was no alternative but to bring the charge to Mr. Mitchell's knowledge, which was accordingly done in the enclosed letter dated the same day.
9. On the following day Mr. No. 4. Mitchell's reply was received, also enclosed.
